@nbcphiladelphia: HELP NEEDED: @The Pennsylvania SPCA is asking for the public's help to identify a person of interest in connection with two separate incidents of abandoned puppies in Center City. On April 22, the PSPCA released surveillance video that appears to show the same individual on Dec. 26, 2025, near N. Bread & Cherry Streets, and again on April 18, 2026, near Arch & Bread Streets. The PSPCA said a combined total of up to 19 puppies were found abandoned at these locations.
