We have very strict rules for when and how police can engage in a high speed chase in Maryland. Local police are not permitted to at all. County police can only do it when they know the suspect to be a violent felon and an immediate threat to public safety. The state police have the fewest restrictions, but even they need permission. I knew several officers where I live in Maryland, and they realize that it can lead to the death of innocent bystanders too.
