This behavior is generally intended as a display of warmth, affection, or admiration for the child’s cuteness, rather than having sinister intentions and NO they do not care about a babies skin complexion. You mostly see this in China, Taiwan, Singapore, Vietnam and Thailand but of course varies of other Asian countries.
