For all the people in the comments unfamiliar with court processes: It’s only blocked for the moment. The Attorney General already filed an appeal with the Court of Appeals, along with a request for an emergency stay. If that’s granted (probably in the next three days) Hurley's block is paused and certification moves forward while the case is reviewed. It will likely move through the appeals court first (NOT the supreme court), but with the May 26 filing deadline looming, it’ll almost certainly be fast-tracked to the VA Supreme Court for a final ruling very soon.
