We forget that Deku was like 16 when he lost OFA, All Might is nearing his 50's. He COULD'VE but I'd like to say he didn't, and even if they had the same power output Deku didn't reach that level of power because he was to busy mastering the other quirks to train the same way All Might did in his prime.
