The red component limits the current taken in from the socket. The striped component drains power from it when unplugged, for safety. The blue component is for surge protection. The black component keeps the current steady so the light doesn't flicker. The empty box is possibly a filler piece which also allows the black wires to act as a cheap fuse (saves them buying actual fuses). Together, all they do is power the led on the front of the product

it has a capacitor in it. it does technically work(if there is an inductive load) but most companies dont charge for the tiny improvement it makes and you'd be have to be using a LOT of electricity for it to make a noticable change
