If someone is not on a lease, they can not take someone else off the lease. If both people were on the lease, both people would have to sign to get someone off the lease.

Correct me if I'm wrong but what she did was technically illegal. First with the whole lease thing, you can't just take someone off the lease if they themselves are the one paying for the bills. If both were on the lease, then both of them would need to sign an agreement which has obviously not occurred. Second, I'm also pretty sure that you have to give someone a notice before you kick them out. I'm not too educated on that one though, however I assume that laws were put in place to prevent someone just throwing another's belongings outside for the taking. I know that much.
