Yeah the chain definitely shouldn't come apart like that. Don't flip the switch on since yes, the exposed ends (from where the chandelier fell off) of the wires are dangerous and could spark. Though just in case you were referring to the wire being woven through the chain like that, that's standard in any light installation that utilizes a chain instead of a bar. It's how the electricity reaches the lights from where its connected to power in the ceiling.
