The fermentation and preservation process of fish in Southeast Asia usually does not involve rice as a medium, but utilizes the fish's own enzymes and salts for fermentation. The fermentation used in your video is still done in the Philippines and it’s called burong isda. The dish is common in Central Luzon where they cook the fish and the fermented rice together.

This is so intriguing being Lao — We preserve and ferment many foods using soaked rice as a binder. A lot of our foods comes from padaek — a fermented unfiltered fish sauce. There is also dish that’s a fermented whole fish.

True in Cambodia, we eat dry fish ( trey ngeat ) with rice but also include it to make other dishes same for fermented fish ( prahok ).
Laos still uses that type of fermented fish in our cooking daily.

I think every SEA country has their own version of it.
Here in Philippines, we call it 'Burong isda' sometimes 'Binuro' or 'Buro'. You can see it specifically in Central Luzon Area.
