it only happens with touhou 6, its due to the games old age. you need to download DX8 to DX9 converter dll file from a separate source. always use moriyashrine.org for touhou games!

Search "touhou 6 download" -> open the first website -> click on "mirror#1" -> click the first link -> unzip the downloaded folder -> open "touhou_config" (it will download a compatibility software and then close, so you gotta open it a second time) -> select "force 60 fps" and "full screen" -> apply -> run game
