Well God is omnipresent, so basically He's everywhere at once... He literally talked to Moses & Elijah at the same time as both Moses & Elijah talked to God. The God that these two prophets talked with, was Jesus in the transfiguration, appearing in the timelines of both prophets simultaneously..

The moment when Jesus was talking to Moses and Elijah signified Gods ability to exist outside of time. It was transfiguration. Jesus existed in both Moses times and Elijah, because he is God. This shows in their time how when they went on the mountain and met God. God is Jesus, that’s the point.

Because he was talking to them while they were in the past. God has the ability to control time. Moses went to speak to God, and so did Elijah, its very possible it was happening at the same time within different timelines

That’s Jesus speaking to Elijah and Moses, did it say Peter praying to Elijah and Moses? Saints can’t hear everyone’s prayers due to three main reasons: one, they aren’t omniscient; two, they aren’t omnipresent; three, they aren’t omnipotent. Being able to hear and understand what everyone is saying at the same time requires all three of these attributes of God. Angels and saints aren’t omnipotent, omnipresent, and omniscient.

they were not dead when Jesus was speaking to them. Jesus is God and omnipresent. both went up the mountain to communicate with God, Jesus being the mediator met them and spoke with them. they were not dead.

For anyone who's non catholic a good book to read is "The Saints Pray For You" Karlo Broussard; In Revelation 5:8 and 8:3-4, elders and angels in heaven are shown offering up "the prayers of the saints" to God as incense, meaning that those in heaven do present the petitions of us here on Earth.
