Former Starbies barista here, if you want one less shot order a size down and ask for the drink in the cup size you want. For example, if you only want one shot, order a tall iced shaken espresso in a grande cup and ask for extra ice or extra milk or whatever it is you want

Standard is to fill to top. Customers need to learn to properly order. When weekly updates were a thing, there was a clear standard reiteration that said shaken espressos get filled to the top with light ice or less shots. That’s why the drink is more expensive than just ordering an iced espresso with milk added.
