Case Outcome and Arrests
There were no arrests made during this specific encounter. Despite the tension and the officers' initial insistence that Gray provide ID or leave, he was eventually allowed to remain in the public area to film after a lengthy back-and-forth regarding constitutional rights and Florida’s public records laws.
Officer Discipline
Following the release of the footage and a formal internal investigation by the Eustis Police Department, the following disciplinary actions and changes were taken:
Officer Posey: Received a written reprimand. The internal investigation found that she lacked a proper understanding of the public records law and failed to handle the situation according to department policy regarding citizens' rights to film in public spaces.
Sergeant Brad Heidt: Also received a written reprimand. As the supervisor on the scene, he was criticized for not de-escalating the situation and for failing to correctly interpret the law when his subordinate reached out for guidance.
Department-Wide Retraining: The Eustis Police Department mandated re-training for all officers regarding the First Amendment and Florida’s Public Records Act (Chapter 119) to prevent similar incidents in the future.
