Cops like to quote Penn v. Momma but they don’t even know what it says or what it means. They can ask citizens to step out of a cop REASONABLY believe that a person is ARMED AND DANGEROUS. Not to ask people out of the vehicle to punish them or force them to do sobriety checks. A person CANNOT BE FORCED to carry out sobriety tests.
