You’re placing way too much faith in government employees (prosecutors). Also, (and this is just a guess) the prosecutors likely did reach out to at least a few of the victims via mail as that’s how most government entities communicate with the general public. And I know I’m guilty of throwing mail out after only a cursory glance if that. Then you have to account for the people that did see it and didn’t realize they could reschedule this kind of stuff, thought it was a mistake, etc.
