I am not saying the officer is right but they do give advice before opening a case. I once went to open a case but after getting the advice I saw ukuthi it's pointless to open the case and the matter was resolved. But I guess situations are different.

SAPS will also advise you to go to small claims court depending on the issue,its not every thing that needs a case opened. I know sometimes usuke u angry and dissapointed that they wont assist you.
