Seriously take it to Court and your defense is that you were originally pulled over for no reason. Police must have a lawful reason to pull you over and not putting a ticket in the machine on a private carpark is a Civil matter, not a matter for Police. This makes her initial stop illegal. Also she did not breath or drug test you, so she can’t use any other excuse for pulling you over.
