Urahara was only active for a very short amount of time. He became the head of squad 12 in the 1920s and was banished maybe 30-40 years later. Likewise Mayuri has only been the head of 12 since then, probably another 50-60 years. This is a laughably small amount of time for immortal god beings like Soul Reapers.

wrong Mister ki voice At that time, Urahara was already banned for his alleged crimes (planned by Aizen) against Gotei and was therefore not considered to play bodyguard for the Soul King. Similarly, in Mayuri's case, his criminal history is not particularly good for the job. Both had the potential. It was never specified that it should be limited to 5 people.

urahara would most likely decline he diddnt seem to respect them that much when squad 0 went to get ichigo for training and he called so I would assume it might reject and he likes a simple life and also they also have a very smart person in squad 0 the lady with the arms

Not only that, I feel like even if they were both invited, they would refuse. Neither Kisuke nor Mayuri are very good with limitations placed on them. Kisuke lovessss to meddle and Mayuri is too expansive with his quest for knowledge. I don’t think it would ever come down to lack of achievement

When you get alzheimer and forget what story you wrote. Urahara would not qualify because he was exiled/branded a traitor by soul society when he made his ground breaking inventions. He never rejoined the Gotei 13.
