I manage e-commerce for Amazon at a grocery store, we have to bag accordingly, cold with cold, freezer with freezer, and ambient (shelf stable) with ambient. We can’t smash food, or make the bags too heavy or the drivers complain. So it will always come in more bags than you feel was necessary.

so I worked at Amazon fresh. they have us lable each bag 1 to 18. each bag is a different order not the same. the scanner assigns you to different parts of the wearhouse to fill your order. what ever worker is closer to the items on your list it assigns them to pick those items for you. you probably had multiple people working on your order. that would explain why there's only a couple items in the bag.

I worked at a similar job, the reason why you got so many bags is because the employees usually work in sections in the store, there are multiple people packing your order at once, one in the fruit section, one in the dairy section and so on. Usually we repackaged the orders in the back if the bags only had one or two items in them but maybe they forgot or were short on time. Waste of paper bags.
