While everyone is staring at the CLARITY Act, two members of Congress just dropped the PACE Act—the ultimate backup plan if the Senate stays stuck in the mud.  Here is the situation: 120 companies, including Ripple, just sent a joint letter demanding a markup. If the Senate doesn’t move before the May 21st recess, the CLARITY Act is effectively DEAD until 2030. Not a delay. A total blackout.  But the PACE Act is the real nuclear option. Right now, crypto firms are forced to use "sponsor banks" to touch Fedwire, FedNow, and ACH. These banks are gatekeeping the rails and charging up to 100x the direct Fed rate.  The PACE Act blows the bank tollbooth up and creates a direct federal pathway through the OCC. No middlemen.
