I think it was Finland who banned private schooling. It meant the rich had to school with the rest so rich families bolstered public education/teacher salaries/etc. ended up being the best public school education in the world.

additionally, when the wealthy actually use universal services, the quality tends to increase to meet their standards. see finland’s public/private schooling model. part of the reason public schools are so good is because everyone sends their kids there. private schools are also hugely restricted in the fees they can charge

Means testing always mean arbitrarily cutting off segments of the middle class too, because suddenly a couple making like $60k gets free childcare but a couple making $61k suddenly has to drop like $15k a year on childcare to be able to go to work while their kids are taken care of. Mamdani actually had an interview where he explained this concept. in that interview, he was talking about the free bus, and why he didn't just make it free to some people. and he explained there are certain programs that make riding the bus less expensive, but only 40% of people who qualified for it were utilizing it due to having to go through a process for it. and the bus just being free allows everyone who needs it to actually be able to utilize it. and that's why this concept of it being free for everyone is so important.
