I recently visited this park. If you plan to park anywhere in the park for more than 15 minutes you have to have a pass. I think the day pass was $15. You have to be parked in a parking spot or on the side of the road with all 4 tires completely out of the roadway or you can get towed. It says this all over the place. Yes, the park is crowded so there may not be a place to park. You can get there early in the day, later in the day, go during the off season, or get dropped off/picked up.
