That's true of the prison system as a whole. Its the real reason we have so many people incarcerated. Its a business that is very profitable. Soon, they will no doubt start allowing businesses to use the detained as slave labor, as they do in stare systems. Meanwhile, they provide minimum services - no beds, feed them garbage, etc to maximize profits.
