when I worked in a small bakery we stored flour and sugar in bins like that, never used for garbage, purchased solely for food use. its alvery common for commercial kitchens/bakeries

I see lettuce leaves on a tray that's sitting on top of a bin. I don't see any lettuce IN the bin, but as everyone else has commented, it's most likely never been used for trash

That’s just a container. You CAN put trash in it but I promise anywhere producing high volume uses those for lots of things. When I was still working at a grocery store bakery I had to make batches of icing so big they were stored in the same kind of container
