they make spring puller tools, search on Amazon. use them on the snowmobiles for years

I had a toro mower that the front axle wouldn’t turn at all. It was the same problem your showing. After a lot of lube and rotating the axle it works as it should.

To remove spring and to install springs on mowers - I use a two foot length of paracord make it super easy
