Cyclist, legally. Cyclists are beholden to the same laws at motor vehicles on the road. Cyclist was riding on the wrong side of the road towards the junction and would've been considered at fault for not paying due to care and attention.

Technically the car as he needs to be aware of all hazards before manoeuvring off a junction regardless of what’s happening in the road but morally it should be the cyclists fault for cycling dangerously and irresponsibly.

One is riding on the incorrect side of the road. Not allowed. But imagine if that cyclist was maybe a naughty parked car. Or a skip, or whatever it is (yes too close to the junction but still happens), or even an ambulance that’s stopped responding to an emergency….. the person manoeuvring, pulling out the junction still has to make sure it’s clear of any hazards and should only continue if it is safe to do so. As they’re both in the wrong, I say 50 / 50 liability - now as he is a cyclist it is t as straight forward as ‘gives your reg plate and policy details mate’, so maybe they have public liability under home insurance or something otherwise it could be trying to recoup the costs during small claims court. Likely outcome driver of car will make a full claim and be responsible for 100% (if that made a claim) unless successful split liability. (This is my opinion, never said it is definitely right, I am not an insurance claims handler before you all cry)

a mixture of the blue car and the cyclist, the car is required to give way but the cyclist is on the wrong side of the road and even if they moved over to turn into that road they weren't using their arm to signal as the highway code states I'd argue joint liability

legally the cyclists would be as he should be on that side of the road but you could also dispute the fact the the car just went to pull out straight away without looking
