He's wrong. License must be valid. The extension is not a time extension, it's a state extension, as in Texas to Florida.

She didn't present her driver's license at all, ever. Even if it said it was expired, it may have been valid according to what he's saying so she should have had it with her. She is claiming that she uses her military id all the time, which is not a valid driver's license.
