Maybe, because you're using one phase only, so there's no load for the other phases, so it's a unbalanced load.

😂😂😂love the comments, 1st of all there is no load OK? Best test: isolate all outgoing neutrals -You have the main neutral bar connection, not just MCBs. Then try the RCD. If it holds, reconnect neutrals one by one until it trips.Is a N-E fault

Shorted somewhere best to find short ckt removed all power line and connect single fuse 2A or 1A every power ckt.it is easy to find blown fuse and check that ckt line.
