Due to the fall as described in Genesis, we live in a fallen world, and not a perfect world like most others may or may not say. God’s will is permissive, but has a sovereign purpose. Such purposes include drawing us closer to him (Psalm 119:71), refinement of faith (1 Peter 1:6-7), to bring glory to God (such as in John 9, where Jesus heals a blind man), to equip us to comfort others (2 Corinthians 1:3-4), and finally to remind us that this world is broken, and to long for the next. Another factor in suffering is Satan/Lucifer. Before you scroll away, hear me out: Satan is an agent of suffering because of his grudge against God for granting him separation from God. You may ask: “Why doesn’t God just get rid of Satan?” in which getting rid of him would go against the fact that God is all loving (Genesis 1-2, 2 Peter 3:9, Matthew 5:45, John 3:16). There’s also free will which is the source of people related suffering (Wars, murder, etc.) A core point to also understand that God did not create evil, in that Evil comes from the absence of God’s presence like how darkness is the absence of light, and not a separate version of a photon. As for why God gave Adam and Eve the tree of knowledge of good and evil, it goes along with Gods love and the bestowed free will. It wouldn’t be very all loving if God conformed Adam and Eve into following God, now would it? As for what is the difference between God’s plan and the broken nature of the world, is that God’s plan revolves around the turning of tables to make something bad have a good outcome through the movement of people. As for the broken world, this is where unavoidable death and similar circumstances come in. God does NOT plan for the deaths of innocent children who get cancer. However, God does follow up with a redemptive plan, which includes being present with the Child and their family (spiritually), and offering comfort and ultimately promising a future where suffering will be no more. God can also use the tragic circumstances to draw people to him to be able to accomplish other good through unknown means.

I believe this theodicy does not sufficiently answer the atheistic objection. Surely the nomological laws forces water to be life-continuing but also being able to drown living organisms which is essential. However, that doesn't provide an explanans to the explanandum, why would God allow such evil, e.g. a tsunami from happening in the first place? Notice that you only admit that water can drown, a possibility not an actuality like a tsunami. An omnipotent God must easily stop that unless tsunamis are necessary, which they arent. A theodicy that would provide a better explanation I believe is epistemic humility ( we can't know why God did that because we can't know God's actions ) and Greater Reason theodicy ( I do not know why God allowed such, but he allowed such for a greater reason.
