Both..Send them both an email explaining that you are surprised that you have not been formally recommended for promotion based on all of these one on one's with your manager. Ask for a meeting to discuss so that you know the steps you need to take so that you actually are recommended. Pose is you are attempting to better yourself rather than calling the manager out who has failed to follow through.

If it were me (I’ve been written up for being unprofessional), I would email both HR and my boss with those emails/one on ones. I would thank them for the meeting and do a recap of the meeting so that is also documented.
