Those are class 1 lasers….. something you leave out. Completely impossible to cause any harm to humans. Capacitors do not infer anything and power of them isn’t an indication of anything. The class of laser is all that matters for safety and they are class 1. Perfectly harmless

oh boy, ANPR cameras - IR - Infrared LEDS typically 940nm or greater ( invisible to the human eye) illuminate in front of the camera, the camera has an IR filter suitable to the wavelength of the LEDs, the reflective number plates bounce the IR off and cameras "Reads" the plate.
