Lucy is not sexualized, why do you think this take is only valid with HSR? Lucy's design is based (probably) on the movie "Metropolis" which has very similar robots. Lucy's body is like that because as the leader of Laplace, (a scientific research center) she always tried to act and look as similar to humans as possible, many times achieving quite the opposite. That's also the reason why she has a human face.
