False. Quality material matters too. I don't want my carrier to fall apart after 1 month of use from all the crap it goes through. I want it to fit me well, not be too bulky, be able to bear the weight of real plates, as well as all the additional mags and other gear I need to carry. If you're buying a plate carrier off of TT, you're doing so for looks and not functionality or quality.
