State accepts liability after man's Honda Civic among 15 cars destroyed in Caroni Licensing Office arson attack A man whose Honda Civic was destroyed in an arson attack at the Caroni Licensing Office in November 2023 has won a High Court judgment against the State, which has accepted liability for the loss of his vehicle. Rory Rampersad, of Freeport, had taken legal action against the Attorney General after his white Honda Civic was destroyed while being held at the Licensing Headquarters compound at Frederick Settlement, Caroni. Under a consent order dated Tuesday, November 3, 2026, High Court Judge Justice Ramsumair-Hinds entered judgment in Rampersad's favour on the issue of liability. The order states:
The order states: "There be judgment for the Claimant against the Defendant on the issue of liability." It further directs that damages be assessed and legal costs quantified by a Master of the High Court. The matter was resolved the day before it was expected to go on trial before Justice Ramsumair-Hinds. Rampersad was represented by attorneys-at-law Abdel Mohammed and Shania Sinanan. How the vehicle ended up at Licensing According to court documents, Rampersad purchased the Honda Civic for $20,000 in March 2022 and subsequently spent thousands of dollars repairing and restoring it. On July 13, 2023, he took the vehicle to the Caroni Licensing Office to address documentation issues and complete the transfer of ownership. However, Licensing officials raised concerns that the vehicle's chassis number may have been tampered with and informed him that further forensic investigations were necessary. He was instructed to leave the vehicle at the compound. Rampersad stated that officials took possession of his keys and vehicle documents and issued him a memorandum confirming that the vehicle had been detained. He maintained that he was not permitted to remove the vehicle while investigations continued. Although a forensic certificate was dated July 21, 2023, Rampersad said he was never informed that he could collect his vehicle. It remained at the compound for more than four months before being destroyed. Fire destroys 15 vehicles During the early morning hours of Sunday, November 26, 2023, a fire swept through an area of the Caroni Licensing Office where impounded vehicles were being stored. Fourteen vehicles were destroyed. It was reported that a security guard heard an explosion before discovering the fire during a patrol. Investigators suspected that one particular vehicle may have been targeted and that the flames subsequently spread to other vehicles. Police and fire officials launched investigations into the suspected arson attack, while security arrangements at the compound were subsequently strengthened. Rampersad said he learned about the fire the following day after receiving a telephone call and photographs from a friend. He later contacted Licensing officials, who confirmed that his Honda Civic was among the vehicles affected. A letter dated November 30, 2023, subsequently confirmed that his vehicle had been damaged in the fire. Vehicle valued at $25,000 Rampersad commenced legal proceedings against the Attorney General on April 24, 2024, claiming that the State failed to take reasonable care of his vehicle while it was in official custody. His case raised concerns about security arrangements, protection against fire and the safeguarding of vehicles detained by the authorities. In his witness statement, Rampersad maintained that he had no control over the vehicle after Licensing officials took possession of it. He also disputed allegations concerning the legitimacy of his purchase documents. An assessment conducted following the fire valued the Honda Civic at $25,000 and determined that the burnt remains had no salvage value. Rampersad also sought compensation for expenses associated with the vehicle, repairs, valuation costs and the loss of its use. He claimed $250 per day for loss of use. #Travel #Caribbean #trendingnow #fashionable #crime
