Dawg this is usually done to ensure neighborhoods get an elector that represents them best. Most Latino areas get thrown together, most areas with similar demographics always get tossed together in maps especially in a city with 8M people

The winning move is not to play fair if your opponent doesnt play fair. Democrats have tried to pass multiple bills blocking gerrymandering. Guess who blocked em? Republicans. Republicans are super mad about it right now because for the longest Time red states were super gerrymandered without a strong enough response. Now red states are gerrymandered to the max and Blues are just getting started as there is a lot more room left for it.
