Genuine or not, homelessness is not a thing to laugh about. It happened to me for 26 months and the local council also said I wasn’t a priority because I had no issues like addiction or substance abuse. Just because he has a phone, doesn’t mean he didn’t have it before becoming homeless.

If you go to Blackpool, there is a place called streetlife and they help homeless people from the age of 18-25 to get a house, it’s like a homeless shelter, but you get your own mini room, and they provide you with food and stuff, and through the day (Monday-Friday) they have this place called “the base” and they give you food and stuff, and sometimes they have research things where they offer money/vouchers if you participate, sometimes it’s £30-£50

take the bus to the shelter there's a shelter in every city almost and they offer clothes food bed showers help with housing if you are working they work around a work schedule you can have dogs cats.

I think you need to get in touch with Shelter for advice. I have limited experience in housing but in London there is at least one place that prioritizes younger people. Are you in London?
