This is Mobile Device Management (MDM), and it must be installed during the provisioning process before the device is deployed. Other MDM that work well include Microsoft Intune, Addigy, and VMware Workspace ONE.

On newer iOS/ipad os, it doesn’t work if WiFi only device and it gets restarted and won’t connect to WiFi until gets unlocked. Usb-c Ethernet adapter usually blocked too unless you have setting in mdm sent to device prior, to allow usb accessories, then you can do usbc Ethernet even after restarts to unlock using mdm that has option to clear passcode
