I think our government should focus on it.Dike is not an answer they make out to maintain the deepness of the lake by creating an manmade rivers in order to avoid the lake overflow no matter how strong the and how huge the volume of water came from mountains.In Ame**** they have artificial river in preparation for preventing flood you can see it in the movie Terminator.Dike is useless,water outlet for the lake is the best for preventing the lake to overflow.The excess water will flow into the artificial river going west I guess.
