I pull over if they're behind me, not coming the other way. However, if someone did pull off for opposing emergency vehicles, I would definitely not pass them.

I can see both sides. To him it probably looked like you were going down the entrance ramp, because when you pulled to the side you didnt hit your hazards. And he probably never even noticed the cop, probably had music so loud he didnt hear. But ultimately he should have pulled to the side with you, not try and pass. I always turn on my hazards when yielding to emergency vehicles, to alert those behind me.
