Daemon loves his brother but he was too powerful, talented, charismatic, smart, and good looking for viserys, if he ever actualy wanted the crown he would he able to take it very easily and viserys was terrified of that because he was worse than Daemon in everyway. in short, he had an inferiority complex towards Daemon

some people say that if viserys had not remarry and had sons there would stil be a war between daemon and rhaenyra. But I don't think the people understand Daemon’s character at all, their family, their blood, the love that he has for his brother, and the pride and honor of their house is what matters to him more. And one of the biggest mistakes that Viserys made during his reign is not naming Daemon his hand, I think they would have prevented the Dance of dragons from happening if he named him his hand and if he wed Daemon and Rhaenyra earlier. after all Daemon was his heir during the first years of his reign, Daemon being wed to his first and only child and new heir (rhaenyra) could have return the house of the dragon to its proper glory like what Daemon said in season 1 hotd (That's just my opinion and observation)
