actually for me he doesn't need heart steel even on wild rift he can literally 1 shot the enemy if you build him hp damage build

Sett w max dmg scaling is based on both hp and ad, the more hp sett has the more dmg he can store, it starts at 25% of his max hp and the more ad the more % of his max hp he can deliver, in arena i was able to go up to 200%

this is infinity stacks hp and ad after that you can go hp+defences items or hp+ad items ether way you can do ton of dmg
