Height of cut, fertility and moisture are all factors for fast greens. I also used to lightly verticut them frequently also

OK, I’ve been a superintendent on the golf course for 25 years. We roll the greens for compaction compaction makes the greens roll faster light top dressing makes the greens go faster mowing green at a lower height. Makes them go faster.

It does help with green speed but mainly it’s done to improve the ball roll and smoothness of the greens. Better playability.
