For those who say that Bucky would’ve been better as Cap, he wouldn’t. At that time, he was still very emotionally troubled and still suffered from ptsd. Steve knew Bucky still had problems with his past as the Winter Soldier so he chose Sam instead, knowing he’d be a better choice and that Bucky could help him along the way like he’d helped him before WW2

Bucky shouldve been Cap with Falcon still remaining as Falcon. By the time Bucky decides to pass the shield it should go to Sam. That way it feels earned instead of given. Bucky definitely earned it and he’s a good representation or metaphor of what America has done in the past (ex: him being Winter Soldier/dark deeds) to what America can be (Buckys future as Cap)… Bucky should’ve been Captain America
