When the driver laughed, apparently thinking the threat was ridiculous, the situation escalated. The deputy ordered him out of the car and placed him in handcuffs on the side of the road. The driver was later cited for flashing his headlights and having an unsigned registration card, but he didn't let the incident go. Believing his rights were violated, he decided to take the case to court. A federal judge later ruled that the deputy cannot claim qualified immunity at this stage, allowing the civil rights lawsuit against the officer personally to move forward. The claim against the county was dismissed, but the case against the officer is still proceeding in federal court.
