In the original film, Tobey’s Peter Parker was about 17 years old. In Spider-Man 2, where Otto originally became Doc Ock, Peter was around 19 - truly still a boy to someone like Otto. In NWH, the math works out to him being something like 39 years old, literally two decades older than the last time Otto saw him. Which, to Otto, would have been mere days prior.
