Although the word substitute does not appear in the Greek, Paul’s point was that all Christian’s are ambassadors. What is an ambassador? A representative sent by a king or government. His point is in that capacity God speaks through them. A representative is to be treated as if it were the person that sent him: Luke 10:16 “The one who listens to you listens to me, and the one who rejects you rejects me, and the one who rejects me rejects the one who sent me.” But this involves all Christians. Has the Watchtower organization ever said that this applies only to the governing body?

Do well to understand the different or broad meaning of the word 'substitute' yes, to substitute means to replace. but substituting also means carrying out the duties of someone in his absence. Here on earth christ died and needed someone to substitute him in the sense of carrying out the work he began. Preaching, teaching etc. u need not go incognito to seek answers to genuine concerns. u may be an elder yet also need help like anyone.
