These verses aren’t contradicting each other. In Matthew 5:9, Jesus is talking about the character of His followers being peacemakers, bringing reconciliation and truth. In Matthew 10:34, He’s explaining the reality that His message will divide people because not everyone will accept the truth. He calls us to make peace, but He also warns that following Him won’t always result in peace with others.
