At first it was likely just an idea not fully developed to the degree it is in the tybw arc. Kubo probably gave her a zanpacto thinking she could be a separate character. But then after he made starkk he properly rethought this idea and increased the depth

I think that Yachiru is showing us what the bankai of Zaraki's Nozarashi could do, because Zaraki would be too weak to use it during the entire series. And with the possibility of false names, yeah this video is invaluable.
