Authorities later discovered a body believed to be hers on a property in Windsor following an investigation that traced her last known movements to the area. Police arrested Billy Ray Tabor, 70, on charges of first-degree murder and abandonment of a corpse, along with Colby Dean Eisel, 39, who faces a charge of abandonment of a corpse.
