It's not the paint fault , something was on the ceiling that was loose before.

It’s a layer of plaster releasing the moister and weight of the chb is causing it ..scrape ,skim ,sand and recoat

My guess is some sort of oily stain? or cigarettes stain? is it all in one certain area? did someone throw spaghetti at the ceiling fan and wiped it visibly clean but didn't scrub off everything?

From Indiana also! Had this problem on a big job. Ceiling. Walls. Mostly happened on where I patched drywall or had drywall mud. Been doing it this way for a while, then that happened and damn I was pissed.

Should’ve primed with PVA primer first or Rx-35 ask them at the paint store they will agree. People use CHB cause it’s cheap af but it’s technically paint not primer.

scrape,skim and prime with SW PeelRX then paint. It needs to be sealed before Painting

Scrape , seal with zinnzer schellac lock down down moisture. Spackle and paint.
